Leo Chien, Chairman of FICG
FIC Global Inc.
FIC Global Inc. (“FICG”), formerly FIC Computer Inc. (“FIC”), was founded in 1979 by Dr. Ming Chien. In order to enhance operational synergies, enable independent business development, increase organizational flexibility, and diversify investment risks, FICG was established in 2004 through a share conversion of FIC Computer Inc., formally transforming the Group into an investment holding company. FICG is public listed on the Taiwan Stock Exchange under stock #3701.
In 2023, Mr. Leo Chien assumed the role of Chairman, leading more than 6,000 employees worldwide into a new era of growth and transformation.
Following its transition into an investment (industrial holding) company, FICG’s investment portfolio has expanded across three major industry segments: Electronics Manufacturing Services (EMS), Design and Manufacturing Services (DMS), and System Integration (SI). Key subsidiaries—including 3CEMS, Ubiqconn Technology, and FIC Computer, through the collective efforts of management and employees, continuously optimized cost structures, enhanced operational flexibility, and successfully shifted toward high-margin niche markets such as functional tablet devices, system assembly, and industrial computer manufacturing and sales.
3CEMS
As one of the world’s top 20 global EMS/DMS groups, 3CEMS leverages more than 30 years of experience in electronic product design and manufacturing to maintain a leading position in the global high-precision electronics industry. Since its establishment in 1994, the company has adhered to its core principles of vertical integration, technological innovation, and uncompromising quality, providing comprehensive end-to-end services ranging from design and development, component sourcing, manufacturing, quality inspection, system assembly, to supply chain management.
3CEMS’ service portfolio includes PCB manufacturing, PCBA/FPCBA rigid-flex assemblies, traceability and error-proofing systems, Box-Build assembly, Turnkey solutions, and customized manufacturing models, enabling flexible responses to both high-mix/low-volume and low-mix/high-volume production demands.
The company has obtained numerous international quality and compliance certifications and global customer validations, including ISO 9002, ISO 14001, ISO 9001, TL9000, ISO 13485, ISO 26262, ISO 45001, ISO 27001, ISO 14064-1, IATF 16949, AS9100, and QC080000. Through rigorous process control, advanced engineering capabilities, and a highly agile supply chain strategy, 3CEMS has become a long-term strategic partner to leading enterprises across North America, Europe, and Asia.
3CEMS subsidiaries span Taiwan, China, and Malaysia, including PRIME Technology (Guangzhou), Amertek Computer (Shenzhen), PRIME Base (Chungli), and PRO3C Plant 1 and Plant 2 (Johor, Malaysia). Through regional specialization and coordinated manufacturing, the Group has established a highly efficient, flexible, and globally integrated production and delivery network.
Optical Communication and AI Infrastructure
With the rapid advancement of AI, big data, and cloud computing, global data traffic is experiencing exponential growth. Market forecasts indicate that by 2026, the global data center market will double in size, making high-speed optical communication and low-latency interconnects key growth drivers for the next decade.
In this context, optical modules have evolved beyond basic networking components to become critical infrastructure technologies underpinning AI and cloud ecosystems. High-speed optical transceiver modules now play an indispensable role in AI training platforms, high-performance computing (HPC), cloud servers, data center interconnection, and large-scale language model processing.
3CEMS PRIME has been deeply engaged in the optical communication industry since 2008, focusing on optical module PCBA and precision packaging processes. From early-generation modules such as SFP, SFF, and XFP, to today’s 400G, 800G, and 1.6T products, and next-generation 3.2T ultra-high-speed optical modules currently in testing and sampling stages, PRIME has built a comprehensive product portfolio spanning medium-speed to ultra-high-speed applications through continuous technological advancement.
Leveraging strong process expertise and automation capabilities, PRIME optical communication products have achieved approximately 20% global market coverage, with a target of 35% market share by 2026. The company possesses semiconductor-grade optical manufacturing capabilities, encompassing SMT, wire bonding, die bonding, packaging, testing, and system assembly. It supports ultra-miniature components down to 008004, as well as 01005 and 0201 micro-component placement, positioning the company among industry leaders.
Ubiqconn Technology
Since its inception, Ubiqconn Technology has focused on industrial computing, serving sectors highly dependent on satellite applications, including precision agriculture, maritime, logistics, and transportation. Beginning in 2021, Ubiqconn expanded from one-way Global Navigation Satellite System (GNSS) applications into more advanced two-way satellite communications (SATCOM) solutions. Supported by Taiwan’s proactive satellite industry policies, Ubiqconn has established a robust local ecosystem, delivering comprehensive and integrated solutions to its customers.
Since 2015, Ubiqconn has actively engaged in maritime digitalization, initially concentrating on fish detection technologies, and later expanding into port digitalization and onboard vessel management systems. Looking ahead, the company plans to further integrate advanced SATCOM technologies to broaden its maritime digital solutions and accelerate the digital transformation of the global maritime industry.
In the agricultural sector, Ubiqconn targets the global precision agriculture market, offering solutions across hardware (sensors, drones, satellites, GPS), software (data management, analytics, forecasting), and services (consulting, training, maintenance). Application areas include crop management, livestock management, and aquaculture optimization.
Under its proprietary brand RuggON, Ubiqconn entered the rugged computing market in 2020, expanding from North America to South America, Eastern Europe, and Central Asia. RuggON’s self-developed high-precision GPS modules achieve centimeter-level accuracy, enabling partners to integrate wired and wireless communication technologies into comprehensive precision agriculture systems covering land preparation, planting, fertilization, pest management, irrigation, and harvesting.
RuggON has also established a strong presence in the public transportation market, winning multiple projects across South American railways and European and Middle Eastern bus systems. RuggON continues to collaborate with major European system integrators, delivering customized vehicle computing solutions integrated with ticketing, advertising, driver assistance, vehicle inspection, and 5G transmission systems.
